The Department: Compliance

Compliance at Gemini is a team dedicated to managing the next generation of financial crime in a complex and evolving regulatory environment. We are a diverse group of technology, legal, and operational professionals who develop new approaches to solving classic problems using cutting edge tools and processes.

The Role: Money Laundering Reporting Officer

We are seeking a highly skilled and experienced Money Laundering Reporting Officer (MLRO) to join our compliance team in Singapore. The MLRO will play a critical role in ensuring the company’s adherence to regulatory requirements, specifically those outlined in Payment Services Notice PSN02 (Prevention of Money Laundering and Countering the Financing of Terrorism). The successful candidate will oversee all anti-money laundering (AML) and counter-financing of terrorism (CFT) efforts, ensuring the company’s operations are fully compliant with local laws and international best practices.

Responsibilities:

  • Regulatory Compliance:
    • Ensure compliance with the Monetary Authority of Singapore (MAS) regulations, particularly PSN02.
    • Stay updated with changes in AML/CFT regulations and ensure timely implementation within the organization.
    • Develop, implement, and maintain AML/CFT policies and procedures in line with PSN02 and other relevant regulations.
  • Reporting and Filing:
    • Serve as the main point of contact for all AML/CFT-related matters with regulatory bodies.
    • Prepare and submit timely reports to the MAS, including suspicious transaction reports (STRs) and other mandatory filings.
    • Maintain records of all reports and communications with regulatory authorities.
  • Risk Management:
    • Conduct regular risk assessments to identify potential AML/CFT risks within the organization.
    • Develop and implement risk mitigation strategies to address identified vulnerabilities.
    • Ensure effective monitoring and surveillance systems are in place to detect suspicious activities.
  • Training and Awareness:
    • Develop and deliver AML/CFT training programs for employees to enhance their understanding and awareness.
    • Ensure ongoing education and training for staff on AML/CFT laws, regulations, and company policies.
  • Internal Controls and Audits:
    • Conduct regular internal audits and reviews of AML/CFT controls to ensure effectiveness.
    • Collaborate with internal and external auditors during AML/CFT assessments.
    • Implement corrective actions for any identified deficiencies or non-compliance issues.
  • Customer Due Diligence (CDD):
    • Oversee the customer due diligence process, ensuring compliance with KYC (Know Your Customer) requirements.
    • Approve high-risk customer accounts and conduct enhanced due diligence as required.
    • Monitor and review customer transactions for any signs of money laundering or terrorist financing.

Minimum Qualifications:

  • Bachelor’s degree in Finance, Law, Business Administration, or a related field. Advanced degrees or certifications (e.g., CAMS, ICA) are a plus.
  • At least 5 years of experience in AML/CFT compliance, preferably within the financial services sector.
  • In-depth knowledge of Singapore’s AML/CFT regulations, including PSN02.
  • Proven track record of managing AML/CFT programs and interacting with regulatory authorities.
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal skills.
  • Ability to work independently and as part of a team.

  • Regulatory Knowledge: Up-to-date understanding of AML/CFT regulations and their practical application.
  • Integrity: High ethical standards and commitment to regulatory compliance and corporate governance.
  • Risk Assessment: Capability to identify, assess, and mitigate AML/CFT risks effectively.
  • Leadership: Strong leadership skills to guide and influence the compliance team and broader organization.
